The meeting was started with a welcome address
by Dr.Naveen Aggarwal, IAS, Deputy Commissioner, Champhai District and
Chairman, DLCC, FOCUS Champhai District. Welcoming all the members, the
chairman mentioned that though jhum cultivation leads to wastage of land and
environmental damage, it has been sticked with our society and culture. There
is a need of modified agriculture for better agriculture. Government of India
and Govt. of Mizoram had tried its best for the better agriculture and for this
mission, FOCUS project will be an important instrument. The Chairman then explained
some of the FOCUS objectives and invited all the members to play some role for
the success of the project.
After
this, Pu R.K.Nithanga, the State Projector Director (SPD), FOCUS gave an overview
of the FOCUS Project. The SPD explained clearly about how the project was
started and how it is going to be implemented in Mizoram, mentioning that the
Project will be implemented in four districts of Mizoram viz. Champhai, Mamit,
Kolasib and Serchhip districts.
This was
followed by speech from the Guest of Honour, Pu L.Thangmawia, MLA, who said
that Champhai District is privilege that the FOCUS project will be implemented
and urge the village council members to give their best support for the
implementation of the project. He further mentioned that the FOCUS Project
should be a project which will stand monitoring in all aspects. There has been
plenty of projects that had been implemented in Mizoram who do not withstand
monitoring, let FOCUS be the project whose success can be examined with different monitoring.
Following
this, there was a speech from Dr.Z.R.Thiamsanga, MLA, who said that being a
Chief Guest in such auspicious meeting is a milestone for him. He mentioned
that though he is from medical background, he is interested in the
programme/project like that of FOCUS and will try his best to extend effort for
the successful implementation of the project and further requested the village
council members to extend their help for the successful implementation of the
project.
The
first session of the DLCC meeting ended with Vote of thanks from Pu George
Lalthanngura, District Agriculture Officer & District Project Manager,
FOCUS, DMU, Champhai.
The 2nd
session of the meeting was chaired by DAO/DPM. There was a presentation from
the Technical Officer (Horti) and Technical Officer (Vety). Technical Officer
(Horti) gave presentation on Agri, Horti and Soil sector and the Technical
Officer (Vety) gave presentation on Vety sector. This was followed by
discussion and interaction from the VCPs and PMU staff.
The DLCC was attended by 158 village council
members from the 108 villages of Champhai district.
